Renters cannot apply to it, but the buyers it backs could change who owns your building. This post explains who applies, how the process works, and what the sources do and do not promise tenants.

What is the Canada Rental Protection Fund?

The Canada Rental Protection Fund is a federal program, overseen by Build Canada Homes and managed by a non-profit, that finances the purchase of existing, occupied multi-unit rental housing by community housing organizations. Minister of Housing and Infrastructure Gregor Robertson announced the launch in Ottawa on September 22, 2026, according to CP24’s report on the announcement.

The fund targets buildings at risk of being lost to redevelopment or rent increases. The federal government says it has the potential to protect 7,000 at-risk rental homes in its first five years, “with thousands more as capital is reinvested,” according to the Government of Canada’s September 22, 2026 news release. It does not fund new construction, newly built unoccupied buildings or individual units, according to the Canadian Housing Acquisition Fund’s fund page.

Who runs the fund, and where does the money come from?

The Canadian Housing Acquisition Fund (CHAF), a non-profit, was selected to deploy the money, and Build Canada Homes provides stewardship and oversight of the federal investment. CHAF’s founding members are the Canadian Housing Renewal Association, The National Indigenous Collaborative Housing Inc. (NICHI), the Co-operative Housing Federation of Canada, and the BC Rental Protection Fund, according to the Government of Canada release.

Before the launch, the Government of Canada described the money as $470 million in non-repayable contributions plus $1 billion in low-interest loans, according to its March 7, 2025 announcement of the fund. The federal fund page for the original call for proposals, which closed May 29, 2025, puts the total at $1.47 billion over five years starting in 2025-26. The September 22, 2026 launch material does not repeat that split. CHAF’s fund page says funding combines repayable and forgivable loans, generally alongside a commercial mortgage and other investment. The fund is designed to revolve: repaid money is reinvested in more acquisitions and is meant to attract public, private and philanthropic dollars.

Who can apply, and how does the process work?

Only community housing organizations can apply: non-profit and co-operative housing providers, government housing organizations, Indigenous housing organizations, and First Nations, Inuit or Métis governments, each with at least three years of housing experience, according to CHAF’s fund page. CHAF uses three stages, and a tenant or an individual landlord is not one of the applicants.

Stage one: organization pre-qualification

The organization first shows CHAF that it meets the eligibility requirements. As of the September 22, 2026 Government of Canada release, CHAF has launched its online intake portal and this pre-qualification step for community housing providers.

Stage two: property evaluation and shortlisting

Pre-qualified organizations then present acquisition opportunities, meaning specific buildings, for evaluation. CP24 reported on September 22, 2026 that regular intake cycles for property investment start in October, and a CHAF news release distributed on Newswire puts the start at October 2026, without naming a day.

Stage three: due diligence and final proposal

CHAF does detailed analysis of the building and the proposal before it considers an investment. CHAF’s fund page says properties are subject to a 20-year affordability commitment, legally secured on the property where enforceable in the applicable jurisdiction, and that CHAF considers affordability in its local context.

Can a tenant apply to the fund, or ask a non-profit to buy their building?

A tenant cannot apply to the Canada Rental Protection Fund, because the applicants are the community housing organizations that would buy and operate a building. None of the sources reviewed for this post describe a process for tenants to nominate a building, request a purchase, or be notified of one.

What a tenant can do is talk to a local non-profit or co-operative housing provider, which may already be pre-qualified or planning to be. Whether that provider pursues a particular building, and whether a seller agrees, is outside a tenant’s control and outside what the fund guarantees.

What does it mean for tenants if a non-profit buys their building?

The sources support a cautious answer: CHAF says funded properties are subject to a 20-year affordability commitment, but none of the sources promise any individual tenant a locked or lower rent. Future of Good reported on September 22, 2026 that the fund aims to help renters stay in their communities with affordable rents, but none of the launch coverage spells out how rents will be set in funded buildings.

The closest precedent is the BC Rental Protection Fund, a founding member of CHAF. It states that “tenants should not be displaced during or after the acquisition process” and that it prioritizes buildings where rents are affordable for middle-income households, according to its FAQ page. The CHAF launch release of September 22, 2026 says the B.C. fund has protected nearly 2,200 affordable homes. Those are the B.C. fund’s own statements, and the federal fund has not published the same tenant commitments in the material reviewed.

What happens to tenants when a landlord sells in B.C. and Ontario?

Provincial law, not the federal fund, decides what happens to your tenancy on a sale, and it differs by province. This section covers B.C. and Ontario only. Renters elsewhere should check their provincial tenancy authority.

In B.C., the buyer becomes the new landlord and the tenancy continues under the same terms, and a landlord cannot end a tenancy because they want to sell, according to the B.C. government’s page on selling a rental property (last updated March 4, 2026). A buyer who wants to live in the unit can serve a three-month notice after taking possession, and the tenant has 21 days to apply for dispute resolution. In B.C., a landlord must also give written notice or have the tenant’s permission to show the unit to prospective buyers or hold an open house.

In Ontario, the province’s Renting in Ontario: your rights page (updated September 18, 2026) lists a landlord who is selling to a purchaser who will use the unit personally as one ground for eviction. It does not describe what happens when the buyer is a non-profit, so check the Landlord and Tenant Board before assuming anything.

What does the fund mean for landlords who are thinking of selling?

The fund gives sellers one more type of potential buyer, a pre-qualified community housing provider financed through CHAF, but the launch material describes no change to a landlord’s right to choose a buyer. It describes the fund as financing acquisitions by housing providers, and none of it mentions a requirement to sell or a right of first refusal.

Landlords who sell to any buyer still have duties to their tenants under provincial law, for example the B.C. rules on tenancies continuing and on showing the unit, described above. For wider context on rules for both sides, see liv.rent’s rental laws guides.

What should renters do now?

Renters in a building that may be for sale should keep their lease and rent payment records, read their province’s tenancy rules on sales, and avoid treating the fund as a guarantee. A sale notice, a showing request or a new owner introducing themselves are all moments to check what your province’s rules say.

Renters who want a clearer picture of renting in Canada can start with the liv.rent user guide for renters and the rental resources hub. This is general information, not legal or financial advice. For a specific building or tenancy, contact your provincial tenancy authority or a legal clinic.

What is still unknown about the Canada Rental Protection Fund?

The sources reviewed do not say which buildings will be bought, how rents will be set after a purchase, how tenants will be told about an acquisition, or how the 7,000-home figure divides across provinces. The launch material says regular property intake cycles start in October 2026, and as of October 5, 2026 the sources reviewed report no funded purchases. Check CHAF’s Canada Rental Protection Fund page for updates.

What is the Canada Rental Protection Fund?

The Canada Rental Protection Fund is a $1.5 billion federal fund, announced September 22, 2026, that finances non-profit, co-operative and Indigenous housing providers to buy existing occupied rental buildings.
