{"id":20680,"date":"2020-06-26T18:00:29","date_gmt":"2020-06-27T01:00:29","guid":{"rendered":"https:\/\/liv.rent\/blog\/?p=20680"},"modified":"2020-08-14T11:22:39","modified_gmt":"2020-08-14T18:22:39","slug":"bc-restart-plan-covid-19-response","status":"publish","type":"post","link":"https:\/\/liv.rent\/blog\/covid-19\/bc-restart-plan-covid-19-response\/","title":{"rendered":"Everything You Need To Know About Phase 3 BC Restart Plan"},"content":{"rendered":"\n<p>As British Columbia\u2019s <a href=\"https:\/\/liv.rent\/blog\/category\/covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"COVID (opens in a new tab)\">COVID<\/a> transmission rates and deaths continue to lessen, the government has announced a <a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/safety\/emergency-preparedness-response-recovery\/covid-19-provincial-support\/bc-restart-plan\">Restart Plan<\/a> which outlines how the province will gradually open up while ensuring the number of new cases continues to remain low.<\/p>\n\n\n\n<p>Unlike many other provinces that imposed strict lockdown policies, here in BC a broad range of services deemed \u2018essential\u2019, as well as other businesses that were able to operate safely, &nbsp;were allowed to stay open. Now, as daily new cases are often in the single digits, we are carefully, cautiously re-starting the rest of the economy. We have successfully transitioned through Phases 1 &amp; 2 of the Restart Plan and are currently navigating <a href=\"#Phase-3-BC-restart-plan\">Phase 3<\/a>. During this time, only the following businesses and services were permitted to operate as usual while adhering to strict COVID protocols of social distancing and sanitization:<\/p>\n<ul>\n<li>Essential health and health services\u00a0<\/li>\n<li>Law enforcement, public safety, first responders and emergency response personnel<\/li>\n<li>Vulnerable population service providers<\/li>\n<li>Critical infrastructure<\/li>\n<li>Food and agriculture service providers<\/li>\n<li>Transportation<\/li>\n<li>Industry and amanufacturing<\/li>\n<li>Communications and information technology<\/li>\n<\/ul>\n\n\n<p>To help you navigate the rental landscape during the pandemic, check out our COVID-19 Resources<strong> <\/strong><a href=\"https:\/\/liv.rent\/blog\/category\/covid-19\/\">here<\/a><strong>.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"phase-2-reopening\">Phase 2 <\/h2>\n\n\n<p><strong data-rich-text-format-boundary=\"true\">Phase 2: Mid-May &#8211; Mid-June&nbsp;<\/strong><\/p>\n<p>Phase 2 began on May 19<sup>th<\/sup> and ended June 23<sup>rd<\/sup> and permitted more businesses and services to open under enhanced safety, occupancy, and sanitation protocols. Here are the specific guidlines and protocals for each sector across the province:<\/p>\n\n\n<table class=\"wp-block-table aligncenter\"><tbody><tr><td><strong>SECTOR<\/strong><\/td><td><strong>   PHASE 2   <\/strong><\/td><\/tr><tr><td>   Renting &amp; Real Estate   <\/td><td>   \u2022 Viewings may be conducted by appointment only.<br>   \u2022 Virtual services are preferred and technology may be used for correspondence,   drafting written agreements, and obtaining digital signatures.<br>   \u2022 The real estate sector must have a COVID-19 Safety Plan in place based on the protocols set by WorkSafeBC.    <\/td><\/tr><tr><td>\n  Medical\n  <\/td><td>   \u2022 Restoration of health services \u2013 re-scheduling of elective surgeries.<br>   \u2022 Other medically related services: dentistry, physiotherapy, massage therapy, chiropractors, physical therapy, speech therapy and others are operational following enhanced health and safety protocols.   <\/td><\/tr><tr><td>\n  Restaurant\n  <\/td><td>   \u2022 Restaurants can open.<br>   \u2022 They can operate at 50% capacity so long as patrons can maintain appropriate social distance \u2013 if not, capacity could be reduced.<br>   \u2022 There is also a maximum capacity of people based on restaurant size.<br>   \u2022 The restaurant sector must have a COVID-19 Safety Plan in place based on the protocols set by WorkSafeBC.    <\/td><\/tr><tr><td>\n  Retail\n  <\/td><td>   \u2022 Other retail can open provided enhanced safety protocols are followed re. capacity and sanitizing.<br>   \u2022 Many stores re-opened with reduced hours and revamped layouts to encourage social distancing.   <\/td><\/tr><tr><td>\n  Personal Services\n  <\/td><td>   \u2022Plexiglass barriers or 2 m of space between workstations to maintain   physical distancing<br>   \u2022Requiring appointments or limiting walk-in clients<br>   \u2022Asking clients to attend appointments alone when possible<br>   \u2022Depending on the service, requirement to wear a mask and\/or follow other   personal sanitation procedures<br>   \u2022Enhanced cleaning protocols for workers, including sanitation of tools, and   the preference for single-use items when possible<br>   \u2022 Tanning salons will have capacity limits on sunbed rooms and clients must bring their own goggles or use single-use goggles and follow personal sanitation procedures and\/or the use of non-medical masks.   <\/td><\/tr><tr><td>\n  Parks &amp; Recreation\n  <\/td><td>   \u2022 Provincial and National Parks only open for day use. Please refer to BC Parks website and Parks Canada.<br>   \u2022 At city and provincial parks, maintain 2 m of physical distance from other visitors and park workers. Precautions are taken to limit capacity. <br>   \u2022 Handwashing policies and sanitizer products may be in place.<br>   \u2022 Washroom facilities open at some parks.<br>   \u2022 Beaches are open but no lifeguards on duty.   <\/td><\/tr><tr><td>\n  Fitness\n  <\/td><td>   \u2022 Gyms, yoga studios, and fitness centres can begin reopening following enhanced protocols including assurances that there is 2 m. of space between equipment OR plexiglass barriers.<br>   \u2022 Handwashing and disinfecting products should be readily available throughout the facility for hands and equipment.<br>   \u2022 Group fitness classes can take place if a 2-meter distance can be maintained between participants.<br>   \u2022 Regular cleaning and capacity limits in locker rooms, showers, washrooms, and saunas must be strictly followed.   <\/td><\/tr><tr><td>\n  Travel\n  <\/td><td>   \u2022 US\/Canada land border closure extended. For BC\u2019s COVID-19 Travel Updates, check <a rel=\"noreferrer noopener\" aria-label=\"here (opens in a new tab)\" href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/transportation\/driving-and-cycling\/traveller-information\/travel-affected-by-covid-19\" target=\"_blank\">here<\/a>.<br>   \u2022 Travel outside of province is discouraged.<br>   \u2022 BC Ferries is operating at reduced capacity. Masks are required.<br>   \u2022 Only essential air travel permitted. Masks are required.<br>   \u2022 The accommodation industry was not ordered to close by the Provincial   Health Officer. Many operators closed voluntarily and are now preparing to welcome guests in Phase 3.   <\/td><\/tr><tr><td>\n  Sports &amp; Entertainment\n  <\/td><td>   \u2022 All sports and entertainment venues remain closed.<br>   \u2022 Art Galleries and libraries can open if the facility allows for adequate spacing and sanitation, group visits or guided tours can take place in groups of 50 people or less.   <\/td><\/tr><\/tbody><\/table>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Phase-3-BC-restart-plan\">Phase 3 [Current Phase]<\/h2>\n\n\n<p><strong>Phase 3 &#8211; Mid-June &#8211; September<\/strong><\/p>\n<p>As transmission rates remain low and generally in decline, the Provincial Government has shifted to Phase 3 of the BC Restart Plan. As part of this phase, more businesses and services will begin carefully re-opening or expanding their operations from Phase 2. Many will be employing new guidelines so customers and patrons are encouraged to reach out to the establishments before venturing out, to review protocols and be fully prepared. (For additional information, visit the <a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/safety\/emergency-preparedness-response-recovery\/covid-19-provincial-support\/phase-3\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"BC Government (opens in a new tab)\">BC Government<\/a> website.)<\/p>\n<p>Most significantly, we have been given the green light by the provincial government to begin travelling throughout B.C. This is particularly welcome news to the province&#8217;s tourism sector that will rely almost entirely on domestic travelers this summer as &#8220;staycations&#8221; are still strongly recommended.\u00a0<\/p>\n<p>Learn more about what Phase 3 means for businesses and BC residents:<\/p>\n<ul>\n<li><a href=\"#reopening-by-month\" data-rich-text-format-boundary=\"true\">Re-Opening by Month (June &#8211; September)<\/a><\/li>\n<li><a href=\"#reopening-by-sector\">Re-Opening by Business Sector<\/a><\/li>\n<\/ul>\n\n\n<h3 class=\"wp-block-heading\" id=\"reopening-by-month\">Phase 3 Re-Opening by Month<\/h3>\n\n\n\n<p>Under enhanced <a href=\"https:\/\/liv.rent\/blog\/category\/covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"COVID (opens in a new tab)\">COVID<\/a> protocols &#8211; including maintaining social distance and recommended PPE &#8211; the government is permitting the following to open between now and September:<\/p>\n\n\n\n<table class=\"wp-block-table auto-table\"><tbody><tr><td>JUNE<\/td><td><strong>\u2022 Renting &amp; Real Estate <\/strong>\u2013<strong> <\/strong>Moratorium on rent increases and evictions for non-payment of rent remain. However, effective June 19, 2020, landlords are able to enter rental properties with a 24-hour notice.<br><strong>Hotels and Resorts<\/strong> <br>\u2022<strong> Spas<br>\u2022 RV parks <\/strong><br>\u2022 <strong>Provincial and National Parks<\/strong> \u2013 Broader reopening, including some overnight camping. For up-to-date information on specific park openings please refer to&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"http:\/\/bcparks.ca\/\" target=\"_blank\">BC Parks website<\/a> and <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.pc.gc.ca\/en\/voyage-travel\/securite-safety\/covid-19-info\" target=\"_blank\">Parks Canada<\/a>. BC Residents will be given priority when booking camping sites in our provincial parks.<br>\u2022 <strong>Film&nbsp;industry <\/strong>\u2013 Beginning with domestic productions, the film industry will begin restarting production.<br>\u2022 Vancouver Aquarium is now open but operating at 30% capacity and visitors must reserve tickets&nbsp;online in advance.<br>\u2022 City Spray parks a.k.a water parks will open around the city on <strong>June 27th.<\/strong><br><\/td><\/tr><tr><td>JULY<\/td><td>\u2022<strong> Renting &amp; Real Estate<\/strong> \u2013 Landlords with existing orders for eviction are permitted to take tenants to court starting July 2, 2020 for enforcement and can enforce a writ order effective immediately. <br><strong>Select entertainment venues<\/strong> \u2013 Movie theatres and symphony concerts are permitted but large concerts continue to be prohibited.<br>\u2022 <strong>Vancouver&#8217;s outdoor pools<\/strong> to open <strong>July 13th <\/strong>with new protocols, reduced maximum capacity, and booking required (Kitsilano, New Brighton, Second Beach, Maple Grove pools). Admission to pools will be managed through a combination of an online reservation system and in-person drop-ins, all with contactless electronic payment. Check the <a href=\"https:\/\/vancouver.ca\/parks-recreation-culture\/swimming-pools.aspx\">City of Vancouver website <\/a>for updates.<br>\u2022 <strong>9 city beaches welcome lifeguards back<\/strong> by<strong> July 13th <\/strong>(English Bay Beach, Jericho Beach, Kitsilano&nbsp;Beach, Locarno&nbsp;Beach, Spanish Banks East, and West Beaches, Sunset Beach, Third Beach, Trout Lake Beach).<br><\/td><\/tr><tr><td>SEPTEMBER<\/td><td>\u2022 <strong>K-12 education<\/strong> \u2013 with only&nbsp;<a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/education-training\/k-12\/administration\/program-management\/safe-caring-and-orderly-schools\">a partial return this school year<\/a>.&nbsp;<br>\u2022 <strong>Post-secondary education <\/strong>\u2013 with a<strong> <\/strong>mix of online and in-class.<\/td><\/tr><\/tbody><\/table>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"reopening-by-sector\">Phase 3 Re-Opening by Business Sector<\/h3>\n\n\n\n<p>A number of industries that held off opening during Phase 2 have begun to slowly re-open following enhanced health and safety protocols. Below we&#8217;ve outlined Phase 3 updates by business sector:<\/p>\n\n\n\n<table class=\"wp-block-table auto-table\"><tbody><tr><td> <strong>  Sector <\/strong>  <\/td><td><strong>PHASE 3   <\/strong><\/td><\/tr><tr><td>   Renting &amp; Real Estate   <\/td><td>\u2022 Precautions and procedures for viewings still in place<br>\u2022 The Province is maintaining the moratorium on rent increases and evictions for non-payment of rent. However, other notices to end tenancy may resume effectively immediately.<br>\u2022 Landlords with existing orders for eviction are permitted to take tenants to court starting July 2, 2020 for enforcement and can enforce a writ order effective immediately. <br>\u2022  Landlords can enter a rental suite with 24-hour notice and do not need the tenant\u2019s consent. They are expected to follow health guidelines like physical distancing, cleaning, and wearing masks when appropriate. <\/td><\/tr><tr><td>\n  Medical\n  <\/td><td>\n  No changes from Phase 2\n  <\/td><\/tr><tr><td>\n  Restaurant\n  <\/td><td>\u2022 The City of Vancouver has fast-tracked the approval of patio applications to provide more outdoor dining options.  This will expand customer capacity for some establishments. <\/td><\/tr><tr><td>\n  Retail\n  <\/td><td>\u2022 Extended hours of operation<\/td><\/tr><tr><td>\n  Personal Services\n  <\/td><td>\n  No changes from Phase 2\n  <\/td><\/tr><tr><td>\n  Parks &amp; Recreation\n  <\/td><td>\u2022 Vancouver\u2019s outdoor pools to open July 13th with new protocols,   reduced maximum capacity, and booking required (Kitsilano, New Brighton,   Second Beach, Maple Grove pools). Admission to pools will be managed through a combination of an online reservation system and in-person drop-ins, all with contactless electronic payment. Check the City of Vancouver website for updates.<br>\u2022 9 city beaches welcome lifeguards back by July 13th (English Bay Beach,   Jericho Beach, Kitsilano Beach, Locarno Beach, Spanish Banks East, and West   Beaches, Sunset Beach, Third Beach, Trout Lake Beach). <br>\u2022 The 2020 season booking window for BC Parks Overnight Camping has been reduced to two months in advance of the arrival date, on a rolling window.<\/td><\/tr><tr><td>\n  Fitness\n  <\/td><td>\n  No changes from Phase 2\n  <\/td><\/tr><tr><td>\n  Travel\n  <\/td><td>\u2022 US\/Canada land border closure has been extended to July 21, 2020<br> \u2022 BC residents permitted to travel within the province.<br>\u2022 Avoid travel outside of the province.<br>\u2022 Hotels, lodges, hostels and other accommodation are preparing to welcome guests in Phase 3.<br>\u2022 Layouts may be rearranged to encourage social distancing while on-site pools, hot tubs, gym facilities, and play areas may have restricted capacity\/hours and will be required to follow sanitization protocols.<\/td><\/tr><tr><td>\n  Sports &amp; Entertainment\n  <\/td><td>\u2022 Movie theatres and symphony concerts are permitted to open but large concerts continue to be prohibited.   <\/td><\/tr><tr><td>\n  Film Industry\n  <\/td><td>\u2022 Beginning with domestic productions, the film industry can restart following enhanced safety protocols.   <\/td><\/tr><\/tbody><\/table>\n\n\n\n<p><strong>&gt;&gt;<\/strong> <strong>RECOMMENDED READING: <\/strong><a href=\"https:\/\/liv.rent\/blog\/2020\/04\/covid-19-landlords-support\/\"><strong>Coronavirus (COVID-19) Canada &#8211; Support For Landlords<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Phase-4\">Phase 4<\/h2>\n\n\n<p><strong>Phase 4: TBD<\/strong><\/p>\n<p>Details, including dates, for Phase 4 have not yet been determined. However, what is certain is that our province will only move to this Phase once one of the following conditions are met:<\/p>\n<ul class=\"block-editor-rich-text__editable editor-rich-text__editable\" role=\"textbox\" contenteditable=\"true\" aria-multiline=\"true\" data-is-placeholder-visible=\"false\" aria-label=\"Write list\u2026\" aria-autocomplete=\"list\">\n<li>Widespread vaccination against COVID-19<\/li>\n<li>\u201cCommunity\u201d immunity<\/li>\n<li>Broad successful treatments and therapy<\/li>\n<\/ul>\n<p>Only once Phase 4 is announced can we hope to host conventions, attend live sporting events and concerts, and welcome international tourism back to our province.<\/p>\n<p>Until then, and above all, we will proceed with caution, as a nation, as a province and as individuals.
