Unlike many other provinces that imposed strict lockdown policies, here in BC a broad range of services deemed ‘essential’, as well as other businesses that were able to operate safely,  were allowed to stay open. Now, as daily new cases are often in the single digits, we are carefully, cautiously re-starting the rest of the economy. We have successfully transitioned through Phases 1 & 2 of the Restart Plan and are currently navigating Phase 3. Click on the sections below to navigate through BC’s Restart Plan:

Phase 1

Phase 1: Mid-March – Mid-May

Phase 1 began on March 18^th when quarantine and social distancing measures were introduced to British Columbians. During this time, only the following businesses and services were permitted to operate as usual while adhering to strict COVID protocols of social distancing and sanitization:

• Essential health and health services 
• Law enforcement, public safety, first responders and emergency response personnel
• Vulnerable population service providers
• Critical infrastructure
• Food and agriculture service providers
• Transportation
• Industry and amanufacturing
• Communications and information technology

Phase 2

Phase 2: Mid-May – Mid-June 

Phase 2 began on May 19^th and ended June 23^rd and permitted more businesses and services to open under enhanced safety, occupancy, and sanitation protocols. Here are the specific guidlines and protocals for each sector across the province:

Phase 3 [Current Phase]

Phase 3 – Mid-June – September

As transmission rates remain low and generally in decline, the Provincial Government has shifted to Phase 3 of the BC Restart Plan. As part of this phase, more businesses and services will begin carefully re-opening or expanding their operations from Phase 2. Many will be employing new guidelines so customers and patrons are encouraged to reach out to the establishments before venturing out, to review protocols and be fully prepared. Most significantly, we have been given the green light by the provincial government to begin travelling throughout B.C. This is particularly welcome news to the province’s tourism sector that will rely almost entirely on domestic travelers this summer as “staycations” are still strongly recommended.

Phase 3 Re-Opening by Month

Under enhanced COVID protocols – including maintaining social distance and recommended PPE – the government is permitting the following to open between now and September:

A number of industries that held off opening during Phase 2 have begun to slowly re-open following enhanced health and safety protocols. Below we’ve outlined Phase 3 updates by business sector:

Phase 4

Phase 4: TBD

Details, including dates, for Phase 4 have not yet been determined. However, what is certain is that our province will only move to this Phase once one of the following conditions are met:

• Widespread vaccination against COVID-19
• “Community” immunity
• Broad successful treatments and therapy

Only once Phase 4 is announced can we hope to host conventions, attend live sporting events and concerts, and welcome international tourism back to our province.

Until then, and above all, we will proceed with caution, as a nation, as a province and as individuals. The battle is not over but we are grateful we are inching closer to normalcy.

In terms of student housing in particular, many uncertainties remain; as quarantine began, some students left empty rooms behind to return home – their return date to Vancouver unclear. 2. Choosing the Right Roommate




There is no perfect formula for choosing the right roommate but there are some ways you can help discern a candidate’s suitability and compatibility.

• Firstly, if you are using liv.rent, be sure to check your applicant’s Trust Score. A roommate agreement is a legally binding contract put in place that both you and your roommates agree upon and sign. COVID-19 Federal Support For Landlords

• As of November 23rd, 2020, Canadian business owners who have seen a drop in revenue due to the pandemic can apply for the Canadian Emergency Rent Subsidy (CERS). This covers up to 65% of their commercial rent or property expenses, backdating to September 27, 2020, until June 2021.
• Canadian employers whose businesses have been affected by COVID-19 may be eligible for Canada Emergency Wage Subsidy (CEWS), a subsidy of 75% of employee wages for up to 12 weeks, retroactive from March 15th, 2020, to June 6th, 2020.
• The Temporary 10% Wage Subsidy is a three-month measure allowing eligible employers to reduce the amount of payroll deductions required to be remitted to the Canada Revenue Agency (CRA). You do not need to apply for the subsidy, the subsidy is calculated when you remit these amounts to the CRA.
• Businesses and individuals are eligible for Income Tax-Deferred Payments – penalties and interest will not be charged if payment requirements are made by September 1st, 2020. Filing dates have also been extended. 
• If you already receive Goods and Services Tax/Harmonized Sales Tax (GST/HST) and have filed taxes in 2018, you have received a one-time increased payment on April 9th.
• The Canada Emergency Business Account (CEBA) provides interest-free loans of up to $40,000 to small businesses and not-for-profits. Repaying the balance of the loan on or before December 31, 2022, will result in loan forgiveness of 25% (up to $10,000).
• BDC, Canada’s bank for entrepreneurs, and Export Development Canada (EDC) have launched the new Small and Medium-sized Enterprise Loan and Guarantee program to help Canada’s financial institutions provide credit and liquidity options. To access these loans, business owners must contact their primary financial institution.
• To avoid layoffs, the Work-Sharing Program provides income support to employees eligible for EI benefits who are working a temporarily reduced work-week.
• Expected to roll out mid-May, the Canada Emergency Commercial Rent Assistance (CECRA) will partner with provinces and territories, and seek to provide loans to commercial property owners who in turn will lower or forgo the rent of small businesses for the months of April (retroactive), May, and June.
• For post-secondary students and recent graduates who are ineligible for CERB or for EI, the government has proposed Canada Emergency Student Benefit (CESB). The CESB would provide up to $1,750 per month for eligible students from May through August 2020. The CESB will be delivered by CRA, more details to follow this summer.

COVID-19 Provincial Support For Landlords




British Columbia

UPDATE: July 17, 2020

Temporary Rent Supplement – BC TRS: Ended on August 31, 2020. Renters can look into the Rental Assistance Program or the Shelter Aid for Elderly Renters (SAFER) programs, which provide ongoing rental assistance for lower income families and seniors.

Rent Payments: Tenants are required to resume rent payments in full on September 1st, 2020. As of November 09, 2020, rent increases effective April 2020 through the end of 2020 have been cancelled. Rent increases have been frozen until July, 2021.

Rent Repayment: Landlords and tenants are required to enter into a rent repayment plan for any outstanding rent from March 18th – September 1st. These payments must be agreed upon by all parties, paid monthly, and completed by July 2021.

Eviction Prohibition: Landlords may not issue Notice to End Tenancy for Non-Payment of Rent if the tenant resumes rent payments in full on September 1st, unless the tenant had outstanding rent payments prior to March 18th, 2020. Late payments during the emergency period are not considered “cause” for eviction, and landlords cannot charge fees for any missed rent during the state of emergency. A tenant cannot be issued a Notice to End Tenancy for unpaid rent during the emergency unless they have defaulted on their repayment plan.

The government of BC has put forth a handful of financial supports for landlords and small businesses. It has announced a temporary rent supplement paid directly to landlords and a number of other benefits. See the full breakdown of financial support for BC Landlords and how to deal with tenants below:

Financial Support

Utilities: BC Hydro, FortisBC, EPCOR will be offering special assistance for customers impacted by COVID-19. This includes deferring bill payments and arranging flexible payment plans.

Rent Relief: The Temporary Rent Supplement is a payment of up to $500/month that will be paid directly to landlords.

Other Assistance: The BC Emergency Benefit for Workers provides a tax-free, one time $1,000 payment for B.C. residents whose ability to work has been affected due to COVID-19.

Tax Deferrals and Small Businesses: lnformation on reducing the school property tax rate for commercial properties and other initiatives here.

Dealing with Tenants

Evictions: Effective April 1st, landlords cannot give new notices to end tenancy. Existing order will not be enforced except under limited circumstances during the state of emergency. 

Landlords with existing orders for eviction can take them to the courts beginning July 2, 2020, for enforcement and can enforce a writ order effective immediately.

Rent Payment Regulations: Landlords and tenants may enter into a payment deferral agreement if the tenant faces difficulties paying rent. (See here for payment deferral template.) Otherwise, payments are due the date outlined in your tenancy agreement. 

Roommate & Guest Policies: Landlords can reasonably restrict or schedule the use of common or shared areas to support social distancing. 

Rent Increases: While notifications of upcoming rent increases may be given, no rent increase is permitted until December 1, 2020. If a landlord does collect the increase amount during the period that rent increases are not allowed, the tenant can deduct the additional amount from future rent payments. As announced June 19, 2020, the Province is maintaining the moratorium on rent increases and evictions for non-payment of rent. However, other notices to end tenancy may resume effectively immediately.




Ontario

Financial Support

Utilities: As of March 24th, the province has suspended time-of-use electricity pricing for 45 days. Rates for time-of-use customers are set at the lowest price, no action is required. This includes:

Hydro One, Alectra Utilities, Toronto Hydro, Hydro Ottawa, Sudbury Hydro, OEB: TOU Electricity, Enbridge Gas, and EPCOR

Rent Relief: Currently not available.

Other Assistance: Tenants may be eligible for Ontario emergency assistance, supplements paid will be calculated on a case-to-case basis.

Tax Deferrals and Small Businesses: The province is also deferring the property tax payments that municipalities make to school boards by 90 days. Speak to your local municipality for more information on property taxes and municipal service fees.

Dealing with Tenants

Evictions: No new eviction orders will be issued until further notice. Landlords can still apply online for eviction orders, however sheriff’s offices will postpone any scheduled enforcement of current eviction orders. Tenants must pay rent while an eviction order is not being enforced. 

Rent Payment Regulations: Landlords and tenants may enter into a payment deferral agreement(PDF) if the tenant faces difficulties paying rent. Otherwise, payments are due the date outlined in your tenancy agreement. Landlords and tenants are encouraged to work together on rent payment plans (see here for rent deferral agreement template).

Rent Increases: No provincial update available.

Alberta

Financial Support

Utilities: In Alberta, there will be a utility bill deferment for electricity and natural gas until June 18th, 2020, regardless of the service provider. This also applies to sub-metering.

Rent Relief: Currently not available.

Tax Deferrals and Small Businesses: Alberta corporate income tax balances and installment payments coming due between March 18th, 2020 to August 31st, 2020 are deferred until August 31st, 2020. Education property tax rates will also be frozen at last year’s level.

Dealing with Tenants

Evictions: Evictions are suspended for non-payment of rent and/or utilities before May 1st, 2020.

Rent Payment Regulations: Landlords and tenants are encouraged to work together on a Rent Payment Plan if tenants are unable to pay for rent.

Rent Increases: Effective April 1st, no rent increase is permitted during Public Health Emergency, and late fees cannot be applied to late rent payments until June 30th.

Saskatchewan

Financial Support

Utilities: All Crown utilities will implement bill-deferral programs allowing a zero-interest bill deferral for up to six months for those affected by COVID-19.

Rent Relief: Currently not available.

Other Assistance: Tenants may qualify for the Self-Isolation Support Program, which provides financial assistance for workers who are in self-isolation to counter the spread of the COVID-19 virus.

Tax Deferrals and Small Businesses: Saskatchewan businesses may have three-month relief from penalty and interest charges on remitting PST. Saskatchewan Workers Compensation Board (WCB) is waiving premium penalties for employers effective April 1st until June 30th, 2020. You may also qualify for the Saskatchewan Small Business Emergency Payment Program.

Dealing with Tenants

Evictions: Eviction suspension effective March 26th until end of State of Emergency. This applies to new applications for eviction and existing eviction orders only.

Rent Payment Regulations: Currently not available.

Rent Increases: Currently not available.

Manitoba

Financial Support

Utilities: Manitoba Hydro and Centra Gas will not be charging late fees or interest on missed payments, or disconnecting services.

Rent Relief: Currently not available.

Tax Deferrals and Small Businesses: Extended tax filing deadlines for Retail Sales Tax until June 22th, 2020 for small and medium businesses. The province is also rolling out the Manitoba Gap Protection Program which provides $6,000 loans to small businesses who do not qualify for federal assistance.

Dealing with Tenants

Evictions: The Manitoba government announced a freeze on all rent increases, set to take effect between April 1st and May 31st.

Rent Payment Regulations: Landlords and tenants are encouraged to work out a payment plan if tenant has difficulty paying rent.

Rent Increases: Only rent increases scheduled to take effect on April 1st or later are frozen. If the rent increase took effect before April 1st, tenants are required to pay the amount that they were given three months written notice.

Quebec

Financial Support

Utilities: Hydro-Quebec will not cut off power for nonpayment, nor charge administration fees for overdue bills. There will be no planned service interruptions for system maintenance, and clients can enter into a payment arrangement with Hydro Québec to defer payment.

Rent Relief: Currently not available.

Other Assistance: The provincial government encourages individuals and businesses to take their Support Questionnaires to determine eligible programs.

Tax Deferrals and Small Businesses: Small businesses may receive loans from the provincial government, to be evaluated on a case-by-case basis.

Dealing with Tenants

Evictions: Suspended until the end of the provincial public health emergency.

Rent Payment Regulations: Currently not available.

Rent Increases: Currently not available.




New Brunswick

Financial Support

Utilities: NB Power and Saint John Power are offering payment plans and waiving late fees. Contact your provider to arrange payment plans.

Rent Relief: Currently not available.

Tax Deferrals and Small Businesses: Small business owners can apply for working capital loans through the NB Small Business Emergency Working Capital Program. The Government of New Brunswick will defer loan and interest repayments for up to six months on existing provincial loans. Penalties on late tax filings may be waived on a case-by-case basis.

Dealing with Tenants

Evictions: Suspended effective March 19th to May 31st. This applies to evictions for non-payment of rent only.

Rent Payment Regulations: Currently not available.

Rent Increases: Currently not available.




Newfoundland and Labrador

Financial Support

Utilities: NL Hydro and Newfoundland Power are offering payment plans and will not be disconnecting any customers. Contact your provider to arrange payment plans.

Rent Relief: Currently not available.

Tax Deferrals and Small Businesses: Currently not available.

Dealing with Tenants

Evictions: Suspended March 26th until 30 days after eviction. This applies to eviction notices received after March 26th; those with income affected by COVID-19 only.

Rent Payment Regulations: Currently not available.

Rent Increases: Currently not available.

Nova Scotia

Financial Support

Utilities: NS Power and Halifax Water are offering payment plans and will not be disconnecting any customers. Contact your provider to arrange payment plans.

Rent Relief: Currently not available.

Other Assitance: Tenants may be eligible for the Worker Emergency Bridge Fund, a one-time payment of $1,000 for workers who do not qualify for Employment Insurance.

Tax Deferrals and Small Businesses: Small businesses may be eligible for the rent deferral program, be sure to apply on the recommended timelines.

Dealing with Tenants

Evictions: Suspended effective March 19th for three months. This applies to tenants whose income have been impacted by COVID-19 only.

Rent Payment Regulations: Currently not available.

Prince Edward Island

Financial Support

Utilities: Maritime Electric is working with customers on a case-to-case basis. The Charlottetown Water and Sewage Facility will not be charging fees on late payments and all disconnections for non-payment are suspended until further notice.

Rent Relief: Temporary Rental Assistance Benefit applications available online. Eligible tenants will receive $1,000 over three months, paid directly to the landlord.

Other Assistance: The COVID-19 Income Support Fund is accepting applications until April 30. Employers can support employees through the Gift Card Program. Individuals and businesses also have access to the COVID-19 Special Situation Fund.

Tax Deferrals and Small Businesses: The provincial government has announced many property tax relief initiatives including deferring provincial property tax and fee payments until December 31, 2020, and providing interest relief for tax year 2020, including all past due amounts. PEI businesses affected by COVID-19 can also apply for the Business Adaptation Advice Program, granting funding for maintaining and rebuilding businesses through the crisis.

Dealing with Tenants

Evictions: The Prince Edward Island Housing Corporation has placed a moratorium on evictions from provincially-owned social housing units until June 2020.

Rent Payment Regulations: Currently not available.

Rent Increases: Currently not available.




Northwest Territories

Financial Support

Utilities: Customers are encouraged to speak to Northwest Territories Power Corporation to set up payment plans to ensure their electricity service is not impacted in the future.

Rent Relief: Not currently available.

Other Assistance: The Income Assistance program has been adjusted to provide more aid to its existing clients.

Tax Deferrals and Small Businesses: Currently not available.

Dealing with Tenants

Evictions: Suspension effective April 3rd for public housing (NWTHC). However, evictions are allowed for very limited circumstances related to health and safety.

Rent Payment Regulations: Landlords and tenants are encouraged to work out payment plans to defer rent payments.

Rent Increases: Currently not available.

Yukon

Financial Support

Utilities: ATCO Electric Yukon and Yukon Energy have both committed to not disconnecting power for non-payment and offering flexible bill payment options to residents and business owners.

Rent Relief: Currently not available.

Tax Deferrals and Small Businesses: Yukon has introduced a few supports for businesses, including a Paid Sick Leave Rebate.

Dealing with Tenants

Evictions: Effective March 26th, regulations prevent evictions for 90 days for residential tenants who are self-isolating or unable to pay their rent on time due to COVID-19. Read more on the Tenancy Act COVID-19 Regulation here.

Rent Payment Regulations: If the tenant cannot pay rent and has given the appropriate notice to the landlord, the payment of rent is deferred until the day when the tenant is able to pay rent or the regulation is no longer in force – whichever comes first.

Rent Increases: Currently not available.




Nunavut

As of April 23th, there are no known or presumptive cases of COVID-19 in the territory and no renter-specific initiatives have been announced. However, utility aid is offered by Qulliq Energy Corp.

British Columbia and PEI have set forth provincial rent relief measures. Landlords are encouraged to take the initiative to review the application process and forwarding tenants the proper resources below. Both landlords and tenants will have required fields to fill out, while the final funds are directed to the landlord to ensure the rent or a portion of the rent is properly paid.

BC Temporary Rent Supplement Application

   BC Rent Relief Application for Landlords & Tenants

1. Tenants must start the application process, and should inform landlords in advance.
2. Tenants must gather all documents – including landlord contact information – before the application process begins.
3. Once the application is received, an email will be sent to the landlord to complete the process. Landlords will be asked to confirm details around tenancy, rental address, and monthly rent amount.
4. Confirmation emails will be sent to both the tenants and the landlord.
5. Payment will be made directly to the landlord.

PEI Temporary Rental Assistance Benefit Application

   PEI Rent Relief Application for Landlords & Tenants

1. Tenants must begin the application process.
2. Tenants should notify landlords before the beginning process, as they may require a copy of the tenancy agreement or a rent receipt.
3. Tenants remain responsible for the full amount of the rent under the tenancy agreement.
4. Confirmations will be sent to both the tenants and the landlord.
5. Payment will be made directly to the landlord.

We are being asked to modify our behaviour in a number of ways in order to adhere to the guidelines set forth by our trusted public health officials.  As part of our Information through Illustration series, we’re helping make sense of the do’s and don’t of social distancing below with digestible illustrations. We hope our community can work in the same direction to prevent the spread of COVID-19.

DON’T	DO
• Go to fitness centers, gyms and public pools. • Partake in any team sport like soccer or basketball.	• Follow an online fitness class or follow a video exercise series with your friends (via Zoom or Facebook Live). • YouTube and Peloton (90 day free trial) offer a wide variety of live and on-demand online classes (yoga, strength, cardio, meditation etc.).






DON’T	DO
• Attend any in-person cultural, leisure, or social gatherings.	• Host a virtual Zoom party, visit virtual art galleries, take in an on-line concert, host a Netflix Party or dance the night away to a live-streamed DJ event.



DON’T	DO
Attend weddings, funerals or religious services.	Postpone large gatherings and celebrations and turn to online religious services.



DON’T	DO
• Visit nursing homes, retirement, and long-term care facilities unless providing essential services.	• Video chat, message, or write to loved ones in assisted living situations, and who are also isolated.



DON’T	DO
• Take non-essential transit trips.	• Walk, bicycle or take your own car to run essential errands.



DON’T	DO
• Go to a health care facility unless absolutely necessary. • Book non-essential surgery.	• Attend a telehealth appointment with your physician or call 8-1-1. • Call in your prescriptions to your local pharmacy so pick-up will be quick and easy.



DON’T	DO
• Hang out in groups at closed public playgrounds, basketball courts, sports fields, or provincial parks.	• Go for a walk, run or bike outside while keeping a minimum 6 feet from others, preferably at non-peak times.






DON’T	DO
• Dine out at restaurants, bars, pubs, and other establishments. Most are closed to patrons anyway!	• Dine-in with takeout. Order contactless delivery from restaurants.



DON’T	DO
• Shop for groceries every day	• Try to limit grocery trips to 1x a week and be sure to stay 6’ away from other shoppers or consider online options like instacart.



DON’T	DO
• Seek out the services of a hairstylist, aesthetician, or any other personal grooming professional.	• Purchase beauty and self-care products from on-line retailers like Sephora and Lush.    • Follow YouTube tutorials on how to cut and colour your own hair and give it a go!



DON’T	DO
• Go to work outside your home unless you are an essential service	• Work at home. Create a space where you can be most productive and rely on messaging and teleconferencing tools to communicate with colleagues.






DON’T	DO
• Engage in in-person interactions at gas stations, banks etc.	• Whenever possible, use automatic tellers and pay-at-the-pump options. Sanitize your hands after using keypads.



DON’T	DO
• Go on any non-essential travel trips.	• Explore travel destinations using VR technology or the rich world of Google Streetview.

Coronavirus Rent Relief Support – By Province and Territory

In addition to extensive federal initiatives outlined in Canada’s Economic Response Plan, each Canadian province and territory has made efforts to put forward measures surrounding rent relief, rent freeze, eviction bans and more to protect Canadian renters.

British Columbia

BC UPDATE: December 28, 2020

BC Recovery Benefit: One-time direct deposit payout of up to $1000. Open for applications as of December 23, 2020.

BC UPDATE: July 17, 2020

Temporary Rent Supplement – BC TRS: Extended until the end of August, 2020. Rent increases have been cancelled for 2020, and will resume on July 10th, 2021, at which time the limit for rent increases is 1.4%.

Rent Payments: Tenants are required to resume rent payments in full on September 1st, 2020. 

Rent Repayment: Landlords and tenants are required to enter into a rent repayment plan for any outstanding rent from March 18th – September 1st. These payments must be agreed upon by all parties, paid monthly, and completed by July 2021.

Eviction Prohibition: Landlords may not issue Notice to End Tenancy for Non-Payment of Rent if the tenant resumes rent payments in full on September 1st, unless the tenant had outstanding rent payments prior to March 18th, 2020. Late payments during the emergency period are not considered “cause” for eviction, and landlords cannot charge fees for any missed rent during the state of emergency. A tenant cannot be issued a Notice to End Tenancy for unpaid rent during the emergency unless they have defaulted on their repayment plan.

The provincial government is offering a variety of rent relief initiatives including up to $500/month to eligible renters whose employment has been adversely impacted by the COVID-19 pandemic and has called for a moratorium on most evictions. Here is the breakdown:

• Rent Relief: A temporary rent supplement of up to $500/month will be paid directly to landlords.
• Rent Payments: No rent increase is permitted during State of Emergency.
• Eviction Prohibition: Effective April 1st. This applies to both new eviction orders and existing eviction orders. However, eviction is allowed under very limited circumstances related to health and safety.
• Utilities Aid: BC Hydro, FortisBC, EPCOR will be offering special assistance for customers impacted by COVID-19. This includes deferring bill payments and arranging flexible payment plans.
• Additional Financial Support: BC Recovery  Benefit| Emergency Benefit for Workers | Climate Action Tax Credit | Low-income seniors supplement | Income assistance supplement | Disability assistance supplement

Ontario

Currently, the only provincial rent relief comes in the form of a moratorium on evictions. Renter advocacy groups are pushing the provincial government to do more. Here is the breakdown:

• Rent Relief: Currently not available.
• Rent Payments: Currently not available.
• Eviction Prohibition: Effective March 19th until further notice. However, eviction notices may still be given, but evictions will be postponed unless related to urgent issues.
• Utilities Aid: Hydro One, Alectra Utilities, Toronto Hydro, Hydro Ottawa, Sudbury Hydro, OEB: TOU Electricity, Enbridge Gas and EPCOR
• Additional Financial Support: Support for Families | Low-income seniors supplement

• Eviction Prohibition: Effective April 1st to May 1st. This applies to all evictions, including non-payment of rent only. 
• Utilities Aid: ENMAX and EPCOR
• Additional Financial Support: Emergency Isolation Support (now closed)| Residential education property tax rate freeze

Saskatchewan

The provincial government hasn’t announced specific relief for renters but has ensured job-protected leave and removed the requirement of 13 consecutive weeks of employment to accessing sick leave. Here is the breakdown:

• Rent Payments: Currently not available.
• Eviction Prohibition: Effective March 26th until end of State of Emergency. This applies to new applications for eviction and existing eviction orders only.
• Utilities Aid: SaskPower and Saskatoon Light and Power
• Additional Financial Support: Self Isolation Support Program | PST Remittance Deferral and Audit Suspension

Manitoba

• Utilities Aid: Manitoba Hydro
• Additional Financial Support: Cash Flow Tax Relief

• Eviction Prohibition: Effective March 21st until end of State of Emergency. This applies to new eviction orders and existing eviction orders. However, evictions are allowed for very limited circumstances related to health and safety.
• Utilities Aid: Hydro-Québec
• Additional Financial Support: Temporary Aid for Workers Program (now closed) | Government Assistance Programs for Workers

New Brunswick

• Rent Payments: Currently not available.
• Eviction Prohibition: Effective March 26th until 30 Days after eviction. This applies to eviction notices received after March 26th; those with income affected by COVID-19 only.
• Utilities Aid: NL Hydro and Newfoundland Power
• Additional Financial Support: Currently not available.

Nova Scotia

The province has banned eviction on any tenants whose income has been impacted by COVID-19. In addition, the Worker Emergency Bridge Fund offers a one-time payment of $1000. Here is the breakdown:

• Rent Relief: Temporary Rental Supplement of $250/month per household will be provided.
• Rent Payments: Currently not available.
• Eviction Prohibition: Effective March 19th for three months. This applies to tenants whose income have been impacted by COVID-19 only.
• Utilities Aid: NS Power and Halifax Water
• Additional Financial Support: Income Assistance increase|Worker Emergency Bridge Fund

Prince Edward Island

• Additional Financial Support: Income Support Fund (Application Deadline: April 30, 2020) | Employee Gift Card Program | Emergency Income Relief for the Self-Employed

Social Distancing  

At this time, as ordered by our provincial and federal governments, everybody should be practicing social distancing. This means, you should:   

Keep a distance of at least 2 metres or 6 feet (approximately
2 arm lengths) from anyone outside your household.

Limit contact with “high risk” individuals, like older
adults and those with underlying health conditions.

Limit outings to grocery stores – preferably once a week.

Avoid crowded places and non-essential gatherings. 

Avoid common greetings, such as handshakes.

Quarantine

Quarantining separates and restricts the movement of people who may have been exposed to a contagious disease (COVID-19) to see if they fall ill. It is an important precautionary measure.

It is mandated by the government for a period of 14 days if:  

• You are returning from travel outside of Canada.
• You’ve been told by public health authority that you may have been exposed and need to quarantine despite being asymptomatic.
• You have had close contact with a suspected, probable or confirmed case of COVID-19.



Things to do: 



Stay at home + monitor for symptoms such as fever, cough and
shortness of breath. If symptoms develop, call 811 or your health care provider to see if you should be tested and for further guidance. 



Wash hands regularly, avoid touching your face and wipe down
high-touch areas.



 Practice social distancing in your home by staying at least 2 metres away from other household members.

Self-isolation

Typically considered more acute than quarantine, self-isolation separates sick people with COVID-19 from people who are not sick.



It is necessary if: 

• You’ve been diagnosed with COVID-19, or are waiting to hear the results of a lab test for COVID-19
• You have symptoms of COVID-19, however mild.
• You have returned from travel outside Canada with symptoms of COVID-19 (mandatory)
• You’ve been told by public health authority that you may have been exposed and need to isolate.



Things to do: 



If you live with others, isolate yourself in one room.
If this isn’t possible, maintain at least a 6 foot circle of space around you. 



Use separate bowls/plates/cutlery/utensils + use kitchen at different times.



Minimize time spent in shared spaces. 



Use separate bathroom from rest of household if possible. 



Wear a mask at home when in the same room as others
and when someone brings you food and necessities.



Wash hands after interacting with others. Use soap and water.
If that’s not possible, use hand sanitizer or disinfecting wipes.



Wipe down surfaces such as door knobs, cellphones, computers, countertops and other areas touched.



Monitor symptoms and if they worsen call your health care
provider or local hospital immediately for further instruction.

Temporary Rent Supplement – BC TRS: Extended until the end of August, 2020.

Rent Payments: No rent increase is permitted to take effect until December 2020. Notice to increase rent may be presented, however if the tenant pays the increase amount before December 2020, the tenant is eligible for refund of the increase amount. Tenants are required to resume rent payments in full on September 1st, 2020. 

Rent Repayment: Landlords and tenants are required to enter into a rent repayment plan for any outstanding rent from March 18th – September 1st. These payments must be agreed upon by all parties, paid monthly, and completed by July 2021.

Eviction Prohibition: Landlords may not issue Notice to End Tenancy for Non-Payment of Rent if the tenant resumes rent payments in full on September 1st, unless the tenant had outstanding rent payments prior to March 18th, 2020. Late payments during the emergency period are not considered “cause” for eviction, and landlords cannot charge fees for any missed rent during the state of emergency. A tenant cannot be issued a Notice to End Tenancy for unpaid rent during the emergency unless they have defaulted on their repayment plan.

Alberta

You may qualify for rent relief through emergency isolation support if you have experienced total or significant loss of income and are not receiving compensation from any other source directly due to COVID-19 and self-isolation requirements. Saskatchewan

The provincial government hasn’t announced specific relief for renters but has ensured job-protected leave and removed the requirement of 13 consecutive weeks of employment to accessing sick leave. For updates, visit The Government of Saskatchewan website.

Manitoba

One-time income benefit of $900 to workers or self-employed residents who have lost their job due to the state of emergency. These funds will be administered by the Red Cross are intended to bridge the time between job loss or business closure and the time they receive their federal benefit. The province is currently working on rental relief as Premier Dwight Ball made a statement stating that help is coming from the provincial and federal governments for renters in Newfoundland and Labrador.

Financial Support for Renters and Individual Landlords:

1. Canada Emergency Response Benefit (CERB) CLOSED

While this benefit has closed, retroactive applications for the period of August 30-September 26 are still being accepted.

What is the Canada Emergency Response Benefit? 

This taxable benefit would provide $2,000 a month for up to four months for workers who lose their jobs or significant income as a result of the COVID-19 pandemic. 

Who is eligible?

• Workers have had to stop working due to COVID19 and do not have access to paid leave or other income support. 
• Workers who are sick, quarantined, or taking care of someone who is sick with COVID-19. 
• Working parents who must stay home without pay to care for children that are sick or need additional care because of school and daycare closures .
• Workers who still have their employment but are not being paid because there is currently not sufficient work and their employer has asked them not to come to work .
• Wage earners and self-employed individuals, including contract workers, who would not otherwise be eligible for Employment Insurance.
• On April 21, 2020 the federal government has extended eligibility to students.Students will be eligible for $1,250 a month from May through August and can increase to $1,750 if the student is taking care of someone or has a disability. The benefit is also available to students who have jobs but are making less than $1,000 a month. 

How can I apply?

The Canada Emergency Response Benefit will be accessible through a secure web portal starting in April 6th. Applicants will also be able to apply via an automated telephone line or via a toll-free number. Call 613-369-3710 for general inquiries. Learn more on the Government of Canada website.

2. Canada Recovery Benefit (CRB)

The Canada Recovery Benefit (CRB) provides a payment of $1,000 (before taxes) for each 2-week period you apply for. The CRB is available for a maximum of 13 periods between September 27, 2020 and September 25, 2021.

Who is eligible?

Workers who are eligible for the CRB must meet the following criteria for the 2-week period that they apply for:

• They have had to stop working due to COVID-19 or have had a 50% reduction in average weekly income compared to the previous year due to COVID-19
• They did not apply for or receive CRSB, CRCB, short-term disability benefits, worker’s compensation benefits, Employment Insurance (EI) benefits, or Quebec Parental Insurance Plan (QPIP) benefits
• They were ineligible for EI Benefits
• Must reside and be present in Canada
• Must be at least 15 years old and have a valid Social Insurance Number (SIN)
• Workers must have earned at least $5,000 in 2019, 2020, or in the 12 months before the date of application from self-employment income, employment income, or maternity and parental benefits from EI or similar QPIP benefits
• Must not have quit their jobs or reduced hours voluntarily on or after September 27, 2020
• Must have been seeking income during the period in question, either as an employee or in self-employment, and have not turned down reasonable work in that time

How do eligibility periods work?

The Canada Recovery Benefit eligibility periods are exactly two weeks that begin and end on specific dates. They run consecutively from September 27, 2020 to September 25, 2020.

How can I apply?

The Canada Recovery Benefit will be accessible through the CRA secure web portal starting in October 12th. Applicants will also be able to apply via an automated telephone line or via a toll-free number, 1-800-959-2019 or 1-800-959-2041. The hours for this number are Monday to Sunday 6 am to 3 am EST.

The CRB does not renew automatically, thus applications must be submitted for each period that the above qualifications are met. The earliest one can apply is the first Monday after the 2-week period has ended. Retroactive applications will be accepted for up to 60 days after that period has ended. 3. Canada Recovery Caregiving Benefit (CRCB)

For individuals who are unable to work because they must care for their child under 12 years old or family members who need supervised care, the Canada Recovery Caregiving Benefit (CRCB) provides financial support for one-week periods. Eligible applicants may receive $500 (before tax) for each one-week period from September 27, 2020 to September 25, 2021.

Who is eligible?

Workers who are eligible for the CRCB must meet the following criteria for the 1-week period that they apply for:

• Applicant is unable to work at least 50% of scheduled work week due to caring for a family member
• Applicant is caring for a child (under 12 years old) or family member who needs supervised care because:
  • The school, daycare, day program, care facility, or care service is closed or unavailable due to COVID-19
  • They are sick with or have symptoms of COVID-19
  • They are at risk of serious health complications if they get COVID-19, as advised by a medical professional
  • They are self isolating due to COVID-19
• They did not apply for or receive CRSB, CRCB, short-term disability benefits, worker’s compensation benefits, Employment Insurance (EI) benefits, or Quebec Parental Insurance Plan (QPIP) benefits during the same period
• They were ineligible for EI Benefits
• Must reside and be present in Canada
• Must be at least 15 years old and have a valid Social Insurance Number (SIN)
• Applicants must have earned at least $5,000 in 2019, 2020, or in the 12 months before the date of application from self-employment income, employment income, or maternity and parental benefits from EI or similar QPIP benefits
• Must be the only person in the respective household applying for the benefit for the week
• Must not be receiving paid leave from employer for the same period

7. Student and Recent Graduate Support

Suspension of Federal Student Load

Payments have now resumed. Effective March 30, 2020, repayment of Canada Student Loans was paused  until Sept 30, 2020. No interest was accrued during this time. Learn more.

Canada Emergency Student Benefit (CESB)- CLOSED

The CESB provides financial support to post-secondary students, and recent post-secondary and high school graduates who are unable to find work due to COVID-19 from May to August 2020. It is intended for students who do not qualify for the Canada Emergency Response Benefit (CERB) or Employment Insurance (EI).

Canada Student Service Grant program

Canada Student Service Grant program includes the government’s plans to create thousands of more temporary job openings for young people who are looking for work and experience this summer.

The grant to post-secondary students and recent graduates would provide one-time payments of up to $5,000 for volunteering in pandemic-related programs, depending on the number of hours worked.  For every 100 hours spent, a student will receive $1,000.

Financial Support for Property Managers and Small Business:

1. Work Sharing Program 

Employers can temporarily reduce employees’ work schedules and provide them with a reduced income, while Service Canada will pay a certain percentage of the lost income. Apply online here.

2. Emergency Wage Subsidy

This temporary wage subsidy has been extended until November 21, 2020, allowing eligible employers to reduce the amount of payroll deductions they have to pay to the Canada Revenue Agency (CRA) and up to a 75% wage subsidy, retroactive to March 15, 2020. This will help businesses to keep and return workers to the payroll. Learn more about this subsidy here. 

3. Business Credit Availability Program (BCAP)

Though the Business Credit Availability Program (BCAP), Export Development Canada (EDC) and the Business Development Bank of Canada (BDC)  more than $10 billion in direct lending and other types of financial support at market rates will be provided to Canadian businesses. Provincial Financial Support In Response to COVID-19

Individual provinces are adopting separate financial relief initiatives to complement the massive federal COVID-19 Emergency Response Plan introduced March 18th which commits up to $27 billion in direct support to Canadian workers and businesses. The provinces listed below have introduced financial support measures.

British Columbia
BC has introduced sweeping measures to help British Columbians, however these measures have closed. Full details available here.

UPDATE DECEMBER 28TH: The BC Recovery Benefit is now accepting applications for a one-time payout of up to $1000. Most residents are eligible. See here for details.

UPDATE OCTOBER 6TH: The Temporary Rent Supplement has ended as of August 31, 2020. Tenants are required to resume rent payments in full on September 1st, 2020. 

Alberta
Alberta is offering student loan deferrals, utility payment deferrals and more. The Emergency Isolation Support Fund is now closed for new applications. Visit Alberta.ca for details. 

Saskatchewan
The province has announced a few measures including utility payment deferrals, self-isolation support funding and 3-month relief, penalty-free, from PST remittance for businesses. Full details here.

Manitoba
As of April 14th, the provincial government has not announced any specific direct financial assistance for residents affected by COVID-19. Eviction hearings have been postponed and rent increases have been frozen. More information on these, and other measures, here.

Ontario
The government is offering one-time payments of $200 per child to parents of children affected by school and daycare closures and additional help will be extended to low-income seniors, and the Ontario Works income support program will be expanded as well. For full details, visit Ontario.ca.

Quebec
The provincial government’s Temporary Aid for Workers Program is now closed for new applications. See this tool for more information on other government assistance programs available. For additional details, visit Quebec.ca.

New Brunswick
The province’s Rent Supplement Assistance Program is now closed to new applications. No further rental assistance has been announced as of April 14th. Their community supports can be found here.

Newfoundland and Labrador
The provincial government announced it will compensate private-sector employers to ensure employees do not go without pay during the pandemic. For details, click here. 

Northwest Territories
Funding to the income assistance program in the Northwest Territories is being increased, the territory announced March 20. No other supports announced as of April 14th.

Nova Scotia
The province will award and extra $50 per payment to Nova Scotians on income assistance. In addition, the Worker Emergency Bridge Fund offers a one-time payment of $1000 for those who have lost work and don’t qualify for EI or CERB. For additional support details, click here.

Nunavut
As of April 14th, the government has not announced any specific direct financial assistance for residents affected by COVID-19.

Prince Edward Island
The province announced as much as $250 to workers with reduced hours, a $100 gift card for Sobeys to anyone who earned less than $25/hour and lost their job due to COVID-19, and other supports for self-employed residents. The Income Support Fund, offering a lump sum of $750, is accepting applications until April 30. For details, visit pei.ca.

Yukon
As of April 14th, the government has not announced any specific direct financial assistance for residents affected by COVID-19.

COVID-19 FAQ

As a landlord, what are my responsibilities during the coronavirus (COVID-19) pandemic?

Make sure you keep open communication with your tenants and strata council. Ensure you comply with the occupancy limits. Increase sanitation. Provide video tours of available properties and use online, digital contract signing and payments. If a tenant tests positive for the coronavirus, keep the information confidential and allow the regional health authority to inform your neighbours.

As a renter, what actions can I take during the coronavirus (COVID-19) pandemic?

If you are struggling to make rent payments, review the relief initiatives outlined by the federal and provincial governments for any that applies to your situation (e.g. Emergency Care Benefit for workers who don’t qualify for paid sick leave or EI, Emergency Support Benefit for those who are unemployed and don’t qualify for EI). Make sure you end your tenancy properly and understand the rules around rent deposits.

If you successfully petition your landlord to restructure or reduce rent payments, make sure you put your new agreement down in writing, along with the new terms, proposed time frame, and signatures of all parties involved. Please use scanners, e-signatures etc. to minimize contact (See Go Digital section below).

Do tenants have to pay rent during coronavirus?

Yes, they need to continue paying rent during coronavirus. However, in the event mandated restrictions have resulted in job loss or diminished hours/pay in the time between March 18th and September 1st, thus rendering you incapable of paying rent, you must enter into a repayment plan with your landlord.

What financial supports are available to landlords?

In the Government of Canada’s COVID-19 Economic Response Plan and in the BC COVID-19 Action Plan, a number of measures have been introduced that can help landlords. In addition, landlords may be eligible for a Temporary Wage Subsidy as well as the mortgage and tax deferrals outlined in these plans.

What financial supports are available to renters?

The federal and provincial governments have introduced sweeping supports to Canadians whose employment has been impacted by mandated restrictions. They are outlined in the Government of Canada’s COVID-19 Economic Response Plan and in the BC COVID-19 Action Plan including a one-time $1000 payment for those who have lost income or become unemployed in BC, expedited access to E.I., and a freeze on annual rent increases.. The federal Emergency Response Benefit (CERB) of up to $2,000, has ended but it still accepting retroactive applications for the period of August 30-September 26. Further federal funding has recently been announced in the form of the Canada Recovery Benefit (CRB) , Canada Recovery Caregiving Benefit (CRCB), Canada Recovery Sickness Benefit (CRSB).


What digital tools can I use to practice social distancing?

Video conferencing tools such as Zoom, Whereby, and Teams are good alternatives. For team and tasks management, Slack and Asana are recommended. What COVID-19 benefits & supports have expired?

The Canada Emergency Student Benefit has closed to applications as of September 30th. The Temporary Rent subsidy of $500/month rent relief to eligible applicants has ended. Income tax deadlines and student loan payments were deferred to September 30th. Although CERB ended on October 3rd, retroactive applications for the final period (August 30 to September 26) are still being accepted.

What is the process for ending a tenancy early?

A tenant can end a tenancy by providing one month’s notice on a month-to-month lease. If they are breaking a fixed term lease, however, they may have to pay the landlord  for costs of re-renting the unit – like advertising or lost rent. Landlords, however, are obligated to make every effort to limit these costs by trying to rent the unit as soon as possible.

Landlords still need to provide the appropriate notice when ending a tenancy for any reason.

How should I manage my rentals during the pandemic?   

Communication is key. Keeping open communication with your tenant and strata council during these uncertain times is crucial, as well as documenting all such communications. For tenants who may be struggling, share information regarding the latest federal and provincial assistance and relief programs available to them and all Canadians.  

If you are restructuring or decreasing rent payments for any tenant, it is crucial to get your new agreement in writing, stipulating the proposed time frame, with signatures from all parties on the document. 

In addition, if you rely on your tenant to help make mortgage payments, the federal government is permitting mortgage payment deferrals. If you wish to apply for a deferral, follow the steps outlined by the CMHC here. 

Ensure compliance with occupancy limits. The maximum number of permanent residents in a rental unit should be set out in your Tenancy Agreement.  

NOTE: According to the RTA of BC, landlords cannot limit the number of visitors a tenant hosts under reasonable circumstances in the rental unit. During this time, you can only rely on the common sense and decency of your tenants to exercise social distancing and avoid inviting guests over. 

End tenancy properly. Many people are leaving Canada to go home and be with their families during this time, which may require them to end tenancies early. If both parties mutually agree to end the tenancy early, be sure to go through the appropriate process and documentation. For more information, refer to our Landlord Guide to Ending Tenancies. 

Respect privacy if tenant tests positive for COVID-19. This information is confidential and personal and should not be shared with other tenants. The regional health authority, however, may reach out to neighbours if it is revealed there has been contact. They will also reach out to building management to deal with staff concerns over the infection.




What financial supports are available for landlords?

Mortgage deferrals – Canada’s big six banks will allow mortgage payment deferrals for up to six months. If you find yourself in this situation, follow the guidelines outlined by the CMHC to successfully defer your payments. (Source: globalnews.com, financialpost.com)

Tax Extensions – The federal government has extended the tax filing deadline to June 1 from March 31st and deferred tax payments until after Aug. 31 for tax payments due between now and before September. 

Small Business – A Temporary Wage Subsidy is available for employers, like landlords, enabling them to reduce the amount of payroll deductions required to be remitted to the Canada Revenue Agency (CRA) and an up to 75% wage subsidy, retroactive to March 15, 2020. This will help businesses keep and return workers to the payroll. Learn more about this subsidy here.

Commercial Rent – The Canada Emergency Commercial Rent Assistance (CECRA) program has been put in place to help small businesses continue to make payments during COVID-19. The deadline to apply is October 30, 2020, and offers commercial landlords a forgivable loan worth 50% of the value of the small business’ rent each month. The loans will be forgiven if the borrower complies with all applicable program terms and conditions — including to not recover forgiven rent amounts when the program is over.

What best practices should I follow?

Practice Social Distancing. Some ways to help #FlattenTheCurve:

Post signage encouraging tenants to take the stairs for exercise and to avoid confined elevator space. 

Close shared amenity spaces like gyms, pool, saunas, party rooms etc. 

Promote going digital. Offer video tours of available properties for prospective tenants and encourage online, digital contract signing and payments. (For additional ways to go digital in work and in life, see the Go Digital section below.)




What are other tips I should keep in mind?

Keep your property clean. As part of the Residential Tenancy Act (RTA), landlords and property managers are responsible for maintaining a safe rental unit and residential property. In these circumstances, safety should most definitely apply to cleanliness throughout all common areas of a residential property. Install hand sanitizer dispensers near ‘high-touch’ areas like doors and elevators and restrict the use of common areas to protect against the transmission of COVID-19.   Do your part!

Practice compassion. While everyone’s situations and circumstances are different, we are all in this together. This is not the best time to consider eviction – in fact, BC Housing has called for a moratorium on evictions of tenants in subsidized and affordable housing. Work with your tenant to come up with a solution to any rent payment challenges and keep your ears open for government relief offered to tenants.

What should I do with my lease agreement during the pandemic?

You do not need to do anything with your lease agreement UNLESS you need to end your tenancy to return home OR revise it to reflect newly negotiated terms.

Ending your tenancy early may be a necessity for travelers and those needing to reassess their finance. Communicate this to your landlord as soon as you know your plans to vacate the property. Make sure you end your tenancy by providing appropriate notice and conferring with your landlord on any money you may owe for leaving early.

Understand the rules around rent deposits. You may lose your deposit if you are breaking a lease but we recommend discussing this with your landlord who will hopefully return it on compassionate grounds given the situation.

Revise lease agreement. If your employment has been impacted by the COVID-19 epidemic, you can:

ask your landlord to temporarily reduce your rent. In this case, make sure you revise your original lease agreement to reflect new terms; and 

enter into a Rent Repayment Plan with your landlord. The government of BC has stated that renters have until July 2021 to make payments for rent and utilities owed from March 18 to August 17. Your landlord may not give you notice to evict for these missing payments if you stick to the agreed upon plan.




What financial supports are available for renters?




Rent Relief

• The BC Temporary Wage Supplement has ended as of August 31. Renters may still be eligible for federal funding from the Canada Recovery Benefit, Canada Recovery Caregiving Benefit, and Canada Recovery Sickness Benefit.
• BC Government has lifted the ban on evictions for non-payment of rent, however landlords CANNOT issue notices to evict on grounds of unpaid rent for the period of March 18, 2020, to August 17, 2020, unless the renter defaults on an agreed upon repayment plan.
• Rent increases have been frozen as of April 1 until December 1, 2020.




Recovery Benefit

The Recovery Benefit (CRB) is administered by the CRA and provides income support to employed and self-employed individuals who are directly affected by COVID-19 and are not entitled to Employment Insurance (EI) benefits.

If you are eligible for the CRB, you can receive $1,000 ($900 after taxes) for a 2-week period. If your situation continues past 2 weeks, you will need to apply again. You may apply up to a total of 13 eligibility periods (26 weeks) between September 27, 2020 and September 25, 2021.




Recovery Sickness Benefit

The Recovery Sickness Benefit (CRSB) is available for employed and self-employed individuals who are unable to work because they’re sick or need to self-isolate due to COVID-19. Those who have an underlying health condition that puts them at greater risk of getting COVID-19 may also be eligible. The CRSB is administered by the Canada Revenue Agency (CRA).

If you’re eligible for the CRSB, you can receive $500 ($450 after taxes) for a 1-week period.
If your situation continues beyond 1 week, you will need to apply again. You may apply up to a total of 2 weeks between September 27, 2020 and September 25, 2021.



Recovery Caregiving Benefit

The Recovery Caregiving Benefit (CRCB) is a support for employed and self-employed individuals who are unable to work because they must care for their child under 12 years old or a family member who needs supervised care.This applies if their school, regular program or facility is closed or unavailable to them due to COVID-19, or because they’re sick, self-isolating, or at risk of serious health complications due to COVID-19. The CRCB is administered by the Canada Revenue Agency (CRA).

If you’re eligible for the CRCB, your household can receive $500 ($450 after taxes) for each 1-week period.
If your situation continues past 1 week, you will need to apply again. You may apply up to a total of 26 weeks between September 27, 2020 and September 25, 2021.


Employment Insurance (EI)

• The one-week waiting period for employment insurance has been waived.
• The Emergency Response Benefit is also available to anyone who has lost their job due to the COVID-19 pandemic.




Climate Action Tax Credit

Was a one-time enhancement to the climate action tax credit will be paid in July 2020 for moderate to low-income families.




Tax Credit and Income Tax relief

• Extension of the tax filing deadline to June 1 from March 31st.
• Deferred tax payments until after Aug. 31 for tax payments that are due between now and before September.
• A temporary boost to Canada Child Benefit payments, delivering about $2 billion in extra support to families with children.
• The Federal Government has announced an extension to the Emergency Wage Subsidy for Employers, that will now run until November 21, 2020. This three-month measure enables eligible employers to reduce the amount of payroll deductions required to be remitted to the Canada Revenue Agency (CRA).




Student Loan Deferral

• Federal and BC provincial student loan payments have resumed as of October 1, 2020, however the National Student Loans Service Centre (NSLSC) will not charge interest on federally-funded student loans from March 30 to September 30.




Rental Assistance Program (BC Housing)

This program provides eligible low-income working families with cash assistance to help with their monthly rent payments. During this pandemic, the following temporary changes have been made to the program:
• Clients with reduced employment income on or after March 1, 2020 may request a short-term adjustment to their monthly benefit. The adjusted benefit amount is effective the month the decrease occurs. BC Housing must be notified within 4 months for clients to receive this benefit.
• New RAP applicants with reduced income may have their eligibility and benefit calculation temporarily based on new, reduced income. In addition, the Emergency Care Benefit from the federal government will be considered a qualifying, employment replacement income.
• The 12 month BC Residency requirement will also be waived for any applicants that meet all other eligibility criteria.



Other Assistance

British Columbians needing more time to pay their bills can also apply to existing payment deferral programs at ICBC and BC Hydro.

• ICBC is offering customers on a monthly Autoplan payment plan some relief. They can defer their payment for up to 90 days with no penalty.
• BC Hydro has announced that through their customer service hotline, customers can arrange for deferment of payments or set up a payment schedule, as well as apply for the BC Hydro’s Customer Crisis Fund.
• April 2, 2020 – BC’s provincial government is temporarily adding $300 to the monthly amount for people on income and disability assistance to help them during the COVID-19 crisis. The supplement will also go to low-income seniors who receive the B.C. Senior’s Supplement and people who receive income or disability assistance and live in a special care facility.

What best practices should I follow?



Practice Social Distancing. Help #flattenthecurve by following the instructions set forth by your government and health professionals re. social distancing, self-quarantining and proper hygiene, washing your hands and sanitizing surfaces frequently and keeping away from non-household members.



Rely on digital communications.  Avoid in-person interactions with your landlord by making digital rent payments and communicating via text or email, and be sure to keep records of these interactions. 

If necessary, request a rent reduction or deferral using digital means and if your landlord agrees to rent relief, ensure the terms, duration and amount of the rent relief is documented and signed by both parties.
